Capacity Building Institute

We help communities better respond to stress and trauma.

Our work

In 2016, Racial Equity, Inclusion and Belonging received a $5 million grant from the Substance Abuse Mental Health Services Administration (SAMSHA). This grant was designed to address trauma in communities affected by racial oppression.

The project was called Resiliency in Community After Stress and Trauma (ReCAST).

ReCAST identified three goals:

  1. Built greater understanding between City staff, police and the community.
  2. Increase multifaceted, layered responses to trauma.
  3. Promote shared decision making through involvement in budgeting.

To focus on our second goal, we started the Capacity Building Institute (CBI) in 2017.
