The City offers parking options for people with disability license plates or certificates.

Disability parking in ramps and lots

Disability parking at metered spaces

Vehicles with disability plates or certificates may park for free at some parking meters. Some meters allow you to park beyond the normal time limit.

No vehicles, even those with disability plates or certificates, can park at metered spaces in some situations, including:

Disability parking and transfer zones

If you need a disability parking or transfer zone in front of your residence or business, you can apply to have signs installed.

Disability zones are not exclusive

If we install signs for a disability parking or transfer zone in front of your residence or business, anyone with disability plates or a certificate can park or transfer in the zone. It will not be exclusive to you or any other person.

Parking zones and transfer zones are different

The application form is the same for both zones, but parking and transfer zones are not the same.

  • Disability parking zone – Anyone with disability license plates or a certificate can park in the space.
  • Disability transfer zone – Can be used to drop off or pick up a disabled person and load or unload their equipment or personal items. No one can park in the space, whether or not they have disability plates or a certificate. See Code of Ordinance 478.840

Who can apply

You can apply for a disability parking or transfer zone if you are a:

  • Resident and you or a relative who lives with you has disability license plates or a certificate (If you’re a renter, you’ll need the property owner’s signature)
  • Business owner and you, one or more employees, or one or more customers have disability license plates or a certificate

Mail the application or bring it in person to the address on the form.

Apply for a residential or commercial disability zone

You must tell us when the disability zone is no longer needed

The property owner is responsible for informing Parking Services in writing when they no longer need the disability parking or transfer zone. For example, if the person needing the disability zone moves or their certificate expires and is not reissued.

Disability license plates or certificate application

You must have disability license plates or a disability certificate in order to apply for a disability parking or transfer zone. The City of Minneapolis does not issue disability license plates or certificates. You can apply anywhere you buy license plates or get your driver's license renewed.
