City of Minneapolis names Peoples' Way developer

City staff is recommending that Minnesota Agape Movement get the exclusive rights to build on the Peoples' Way site.

Overview

Minnesota Agape Movement recommended to develop site

City staff is moving forward a recommendation to designate Minnesota Agape Movement with development rights for the Peoples’ Way site. This is after community engagement, application review and evaluation.

The recommendation is pending approval by the mayor and City Council.

The selected team will continue to:

  • Refine development concepts
  • Engage with the community  
  • Advance project planning
  • Finance before any future property transfer

Timeline

  • The City of Minneapolis purchased the Peoples’ Way property at 3744 Chicago Ave in June 2023.
  • Since then, the City has worked with community members to identify a long-term community-centered vision, ownership structure and future use for the site.
  • In September 2024, the City issued a Request for Qualifications (RFQ) seeking organizations interested in becoming the future community owner and development partner for Peoples’ Way.
  • On February 26, 2025, the City hosted a community event at Sabathani Community Center where residents were invited to meet the applicant teams and learn more about their ideas for the site.
  • Four groups responded to the City’s Request for Qualifications. One group later withdrew from consideration.

  • Working with the selected development partner through the approval process
  • Coordinating future public updates

  • Share feedback on project planning and design
