We explain how a comprehensive plan helps the city make decisions for the next 10 years.

Overview

A comprehensive plan is a document that states our vision for the future and guides how we will grow. 

Every city in the Twin Cities metro region has a comprehensive plan. Cities have to submit an updated comprehensive plan to the Metropolitan Council (Met Council) every 10 years. The Met Council makes a long-term strategic plan for the region. It is informed by the cities’ comprehensive plans.

Our current plan

Minneapolis 2040

Our current comprehensive plan is called Minneapolis 2040. It went into effect in 2020. The plan answers the question, "What do we want Minneapolis to look like by the year 2040?" It was developed from 2016 to 2018, in partnership with the people of Minneapolis. Over these three years:

  • City staff attended 180 meetings and received over 20,000 comments.
  • The people of Minneapolis shared their vision and hopes for the future of our city.
  • Using ideas from the community, we came up with a plan that envisions a Minneapolis where everyone can thrive.

Under Minneapolis 2040 the City has made changes like:

  • Make it safer for people to move around the city
  • Create more housing options in more places
  • Produce and preserve more affordable housing
  • Develop new programs to support local businesses and entrepreneurs
  • Create new rules and incentives that protect the environment as the city grows

Our next plan

Minneapolis 2050

City staff are now working on the next comprehensive plan, Minneapolis 2050. It will go into effect in 2030.

2026

Establish vision and goals

City staff will work with community to develop the vision and goals for the plan.

2027

Develop the plan

Work with the community to decide how the City will work towards achieving our vision for the future

2028

Review and adopt the plan

The community will have a chance to review the plan before the CIty Council approves it. We have to submit our approved plan to Met Council by the end of 2028.

2029

Met Council review

The Met Council will review Minneapolis 2050.
